The Council of Mages, the Cartel Syndicate, and the Threadbare Collective maintain a precarious balance: each strong enough to resist destruction, none powerful enough to dominate, all locked in constant low-grade conflict for salvage, territory, and secrets.

For seven decades, the three power-blocs have clashed and negotiated in a complex dance. The Council holds the Crux's tower-strongholds and claims moral authority as the kingdom's "true" rulers. The Cartels control trade, supply, and mercenary muscle. The Collective owns the streets, the shadow economy, and intelligence networks that rival the Council's.

Neither side can afford total war—the Unravelling would consume them all if they stopped watching its advance. So they negotiate through intermediaries, hire each other's soldiers, buy and sell secrets, and jockey for position in a game that has no end in sight.

The Rust Wardens operate outside this triangle, respected by all three for their knowledge of the corruption but trusted by none. This makes them valuable and dangerous.

Occasionally, the balance cracks: the Cartels overreach, the Council tries a power-grab, the Collective steals something too valuable. Each crisis is resolved through blood, negotiation, or temporary alliance—and then the dance resumes.
