Decentralized leadership of the Threadbare Collective—district spokespersons who coordinate through whisper-networks and democratic consensus, with no single authority vulnerable to the Council's assassination or the Cartels' bribery.
No one rules the Collective. Instead, each neighborhood and shantytown has spokespersons (usually three to five) who represent their district's interests. These spokespersons form the Syndicate Council, which meets in hidden locations to coordinate strategy, distribute stolen goods, and resolve disputes.
This structure is inefficient but remarkably resilient: arrest or kill one speaker, and two more emerge. Try to bribe the leadership, and find that every speaker answers to their community first. The Council and Cartels both hate this system because it gives them no single neck to strangle.
The Collective's real power lies in its people—thousands of individuals bound by shared need and mutual aid, not fear or profit. That makes them far more dangerous than the factions understand.
