Established during the early years of imperial expansion, the White Candle Compact formally recognizes the Order of the White Candle as an independent religious authority with jurisdiction over all matters involving titan marrow, undead manifestations, and necrotic corruption. Imperial troops are required to assist Order operations, and Order knights have the right to detain suspects suspected of marrow smuggling or cult activity. In exchange, the Order swore oaths never to challenge imperial succession or interfere in legitimate marrow mining operations.
